					<description>It seems obvious from here that factions in Iraq are using accusations to US troops to "pay back" their enemies. Why does the US seem to so often go rushing and then only civilians are killed.

It looks as though the various factions cannot find their combatant enemies but they can punish them by pointing US troops at their families.</description>
