					<description>US troops have learned that "we were fired on from there" is the ultimate excuse. This reduces their credibility in Iraq, in the US and in the rest of the world. Restoring credibility should be a major objective.

To use two metaphors from the schoolyard-- they fired first should not be used as a "get out of jail card" and "crying wolf" too often is counterproductive.</description>
